They should be but if there is already a torrent file on the computer it will by pass the parental controls when he downloads the actual file

Actually reading through that list, kick ass torrents isn't on there. Can you run this as an administrator for me please? All it does is add kick ass torrents to the list:

You will need to download it and right click on it and select run as administrator

Well it should have worked, but to check:

1. Open Notepad
2. Click Open

Then go to:

C:\Windows\System32\drivers\etc

And make sure that in the bottom right hand corner, it says All File Types (or something like that, it might be All Files). And then open the file called:

hosts

Scroll to the bottom of the list, and there should be an entry:

127.0.0.1 kickasstorrents.com

Is it there?

adding the site to the hosts file wont make a torrent app unuseable it,ll just limit accress to the site to get the download link if you havnt found a workable parental control you can severly restrict the speed of the app by either blocking all port access in your router or firewall, leaving open only the ports windows and a browser need to function on. comodo internet security is free and has a password lockout which could be useful to you and maybe you could consider looking at some of the routers which you can set a timed logon session on so the lad can only access the net at times you wish.

We know about the first bit, but we have decided to add to the hosts file in case he managed to bypass the parental controls.

I was going through this thread !! Interesting and Tom's Host file is a great suggestion. I used to do same for my brother. I use Windows Live Family Safety it quiet effective and you could restrict the sites online and allow the one he can use also i'll report you the sites he has visited. Simple setup and its free.
