I would just let the kid download it along with a load of viruses, let him learn from his mistakes.

Okay, lets stop him from using UTorrent..

Dee, you said you want to get rid of UTorrent, you should be able to go;
Start>type programs and features and hit enter>when the window comes up, click in the search box in the top right corner and type torrent >right click UTorret from the list and click uninstall > go thru the process of uninstallation and it should be gone.

If that doesn't work;
Start>Computer> navigate to C:\Program Files\uTorrent > right click and delete the program that is in there and it should be gone.
Leave the short-cut on the desktop so he still thinks its there.

The short cut wont display the icon so if you want him to think that it is there, then you will have to make your own utorrent icon and then assign it to that shortcut.

I tried that and it doesn't find it. But.....I then tried this:

I found it that way, but can't delete it. It tells me I need an admin. password...which I put in. Then a box comes up that says, "Destination Folder Access Denied" I try clicking "try again" and it just keeps coming up. After a few times of clicking on it, it looks like it's putting it into the recycle bin, but it's still there. I looked all through utorrent for some security thing, but can't find what to do? Any ideas? I tried turning off parental controls altogether, thinking that might be blocking an action like that, but it didn't help.

No offense taken. And please know I am NOT saying that all 15 year olds are bad. I'm not even saying my 14 year old and his 15 year old friend are "bad." These boys are decent, Christian boys...very active in their church youth group, boy scouts, they do volunteer work, my son is a pretty gifted pianist. etc. I'm just saying that if your looking around for Iron Man torrents and there is porn right there........it would tempt even the best of teenage boys. Not to excuse what they did. I know not every 15 year old would have done it. It makes me happy to hear you say you wouldn't. His torrent file was almost funny, if it wasn't so serious. "Bionicle, Alvin and the Chipmonks, Iron Man and lesbian tub scene." Sigh......

You can disable Safe Moe using the tutorial at How to Turn Off Safe Mode on Windows Vista | eHow.com but this will severely hinder your ability to fix the computer if it catches a virus.

If you feel it's necessary then by all means do it.

Putting a password on the BIOS prevents the changing of the system clock in it (which is how most people get round time limits).

You should also disable the Command Prompt so he can't gain access to the hidden Administrator account which allows you to be in ful control wit out a password (http://www.vistax64.com/tutorials/152934-command-prompt-enable-disable.html).

Hopefully this will lock down your PC enough for most 14 year olds to get into, although the one thing you can't protect against is him installing/using a Linux distro but as long as he doesn't catch word that this is possible you'll be fine.

Make sure he is not an Administrator too, but I'm pretty sure he's not.

The only hesitation I may have with this is that he may have downloaded illegally, do you know whether this is the case? If he has downloaded it illegally, then it may not be safe, so perhaps it would be a good idea to reinstall it, just in case he has patched it or something.

If software is downloaded illegally, then people will decompile it and edit it so that it thinks that it is registered. During this process they also have the opportunity to include a virus in the file. If you run WinRAR, and then go on help, and I don't know what it is called (because I don't have winrar) but it should say something like "About" or "License Details". Click on that. If it displays it as being registered, and you know that he hasn't purchased the software, then uninstall it. And then you can download it from the official website:
