Can't access 2nd HDD

Hello Jame

Whilst rive0108 is correct in instructing you to take ownership and set permissions, what you need to do is take ownership of and set Full permissions for your current logged on user.

Although this is an administrator account it is running with standard user credentials, this apples when you open explorer to look at the contents of the drive - explorer tries to view the contents but as it is not running as an administrator it does not have the permissions to do so.

This also explains why you had success when running without UAC

I often find this problem when updating OS's using the NTFS file system because although we see the user as identical the system creates a unique ID for each user

Disk management says that recycle bin is corrupted.
My Computer says that disk is full.
Disk should be empty.
I think that turning off UAC then allowing disk management to repair recycle bin might help what do you think?

How do I change my "administrator account it is running with standard user credentials" to administrator credentials? Is that possible??

I just checked in User Accounts I'm listed as administrator not standard. I guess the only truly administrator credentialed account is The hidden one that comes pre-installed.

Jame, can you tell me if you did this and what happened?

Right click “My Computer” choose -
1- “Manage”
2- Click “Disk Management”
3- When the system finds all your drives,
4- Right click the drive you want and
5- Choose “Properties”
6- From there choose “Security”
7- Under “Group or users names”
8- Make sure “Administrators (whatever name)” is highlighted and
9- Check to see you have full permissions.

Hi Jame,

The way that vista operates is completely different from previous OS's from M$, you are an administrator and a standard user.

If you think of it as Keys, You have access to both a standard key (standard User) and a master key (administrator), when doing most operations all you need is the Standard key, if the operation requires the master key to operate, the UAC pops up and asks if this is ok, when you confirm, you have the correct key and everything works. it is designed in this way so that if a virus running as you asks for the master key you are prompted and you can deny access.

User Account Control Step-by-Step Guide

Explorer does not automatically prompt for the master key, so what you would need to do is
press the windows key
type explorer into the search bar, right click on the yellow explorer icon that appears in the list and select run as administrator

If you have followed the previous instructions to give permissions to administrators, you should be able to see the files on the drive.

If you give full permissions to your normal user for the files on the drive you will be able to see your files as the standard user so this is the best way.

With UAC off I can see and access the bad drive from windows explorer and My Computer. With UAC on I can see the bad drive but not access it from My Computer If I run windows explorer with administrator rights I still cannot access bad hard drive. With UAC on I get following error in Computer Management (Disk Management).
The Recycle Bin on E:\ is corrupted. Do you want to empty the Recycle Bin for this drive? If I say Yes I get the You need permission to perform this action. Failure!? after if fails and I cancel action Properties for E:\ opens!?

Have you tried giving your current user ownership of the E: drive and then full permissions? it didn't show in your last screenshot

That's all I have had to do in the past and have done this many times going back to NT 3.5

before Vista, and the UAC, the administrators group was enough but not since vista

Clear recycle bin problem

Take ownership of the E: drive allow to cascade to all files and folders

This was the Original OS drive, So it should have a swap file on it yes/no.
I turned UAC off, went into Disk management and fixed recycle bin, then on the properties dialog for drive E, I ran disk cleanup and it showed recycle bin as 0 bytes and some remanates of chkdsk. I allowed it to remove all. The drive is still showing some files that aren't showing in explorer. ie could be swapfile from previous OS?

It could well be if it is it should show in the root of the drive,

you will have to show hidden files and uncheck the Hide system files and folders to see it though.

Sorry took so long had to go into safe mode to figure out how to log in as administrator .
Now logged in as an administrator with UAC off can view two folders on drive that are read-only and I think encrypted (blue letters) I can not access them no permission?

Log in as administrator

Go into computer management under disk management, make sure its in there and assigned a drive letter

You might have to take ownership of the drive. Right click on the partition and go into security.
