So you took your old primary drive that was password protected, and made it into a slave drive?

Essentially If I understand this correctly, you have two Administrator acccounts-one for each drive, and the permissions/user access rights are not there for access to the "old" admin's files/folders This is what you have to fix, and this is why disabling UAC allowed access to the other Admin's acount.

It will allow me to change the permission for sharing to everyone and shows the little share icon in My Computer but won't allow access

I think that makes sense. If both hard drives have 1 admin account then the OS will treat them as seperate accounts even if I think of them as being the same. So how do I take ownership of the root of a drive all the help I find is for folder/file level?

can you see the drive, open the drive and see the folders/files, but can not access the files? If so, then its the files/folders you need access rights to not the drive. The above tutorial has walkthrough pictures to help you.
You have to take ownership of all top level files.

No I can't open the drive with UAC on, After I turned UAC off I was able to remove everything from drive. (by deletion) So I guess everything is in the recycle bin for that drive. Their are no files or folder on the drive. If their were I would still not be able to see them because when I double click on that drive in My Computer I get an error.
E:\ is not accessable
Access is Denied

Try to access drive properties and edit permissions/group/user name access (might have to disable UAC to accomplish this):

After looking in disk management again and right clicking on onery drive I see something I know nothing about "Convert to Dynamic Disk" when I click on it I get a dialog box that shows all my drives with only that one checked. At the next step I get a warning telling me that If I proceed I will not be able to go back? Oh the drama what should I do? All the drives including the bad one are listed as primary partition,
the one I have my OS on (not the bad one) also has system, boot, page file, Crash Dump, Active, Primary Partition.

Do not convert to dynamic. Keep it Simple.
Did you look at your properties- see if they match mine? (right Click E: drive)

Because it is an scsi board on your system
did you try disabling UAC to gain access to E: properties?
