Out of interest, did you really follow all of those steps (bar 9) because I am not seeing STEP TWO in your registry hives (ie I see a value of 1 for EnableLUA)

I am going to reset some of your registry hive permissions. This is normally dangerous on Vista, and is only really designed for XP, but we can sort that out later, and your machine is a special case!
Install subinacl on ANOTHER computer: Download details: SubInACL (SubInACL.exe)
Go to C:\Program Files\Windows Resource Kits\Tools\
NOTE: May be: C:\Program Files (x86)\Windows Resource Kits\Tools\
and copy subinacl.exe to a memory stick.
Download the batch file attached onto your memory stick also. Call it perm.bat. Modify it, and change YOURUSERNAME to your actual user name, on the first two.
Here are the contents:
Put the memory stick in the "functioning interestingly" computer.
Run cmd.exe. Navigate to the memory stick (try a few different cd F:\ letters) until you find one that works, and then try perm.bat.
