Yes, I already ran JavaRa as Admin and it did not work. So far no conventional ways are working. I'm thinking there is one file or so that cannot be remoed by anything and is hidden some how. Becuse everything I have tried ha failed.

I have Revo Uninstaller, which is what I used to uninstall it. Hunter wont work because there is nothing to find with it. All files associated with Java Update 29 are hidden somewhere very good. It should win a hide and seek award.
OK try to reinstall it again and see if it asks if you want to overwrite the file thats there.
Then try the removal again.
Set a restore point first so you won't be any worse off if it fails.

Have you right click on JavaRa and selected run as administrator?
As for the registry entries there are probably multiple ones like there is on my machine.
Also you could try to copy the files under C:\Program Files\Java on a computer that has that version of Java installed. Hopefully it will then have the MSI it is looking for in order to uninstall it. If that doesn't work try the forced removal from perfect installer and point it to the file java.exe from the files you copied. It will then do a scan for all java related files/registry keys.
If none of this works perhaps it's time to get someone involved that will have physical access to the computer and be able to troubleshoot in ways that we can't. Other than a reinstall I can't think of anything else.
I was thinking about your problem again this morning (about 3:30am) and there are two ways you could go.
I don't have an internet connection where I live so was unable to see what you had already tried.
Make a restore point first. (Important)
First method: Remove all Java and reinstall again from scratch.
Press the Windows key and R
Type regedit
Delete the following
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{00BA866C-F2A2-4BB9-A308-3DFA695B6F7C}
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{26A24AE4-039D-4CA4-87B4-2F83216023FB}
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{26A24AE4-039D-4CA4-87B4-2F83217001FF}
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{26A24AE4-039D-4CA4-87B4-2F83216026FB}
Also
HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft
and
HKEY_USERS\.DEFAULT\Software\JavaSoft
HKEY_USERS\S-1-5-18\Software\JavaSoft
HKEY_CURRENT_USER\Software\JavaSoft
HKEY_USERS\S-1-5-21-3834789052-401002867-3625146298-1000\Software\JavaSoft
HKEY_USERS\S-1-5-21-3834789052-401002867-3625146298-1000_Classes\JavaPlugin.1010
HKEY_USERS\S-1-5-21-3834789052-401002867-3625146298-1000_Classes\JavaPlugin.1010
That should remove all java from your system and you can reinstall the java runtime files (JRE) and browser plugins again after a system restart.
OR Second Method
You may think a full removal is overkill so you could just go to regedit
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\
scroll through the left side keys untill you see the version you want to remove in the right plane
Right click and Delete the key when the version you want to remove shows up.
Restart your computer or just press F5 to finish.

Ok, I cannot uninstall or reinstall because of the missing msi. ccleaner can't uninstall it either. Yes I ran JavaRa as admin like I have said. There first thing I did was looked for the msi file it is gone that's the problem. Also I have no Java files on my pc since uninstalling it (at least ones I can find like in Program Files) And I will look further into the registry. However I already deleted a lot of Java related registries. And all that contained the version I am pretty sure. I'm starting to contemplate wiping my pc because it will fix better then smashing it with a baseball bat which it deserves.
I did not abandon you, but watched patiently. It does look like a registry problem. Only a few ways to fix registry: with an system restore, registry backup, or reinstall. Thats my feeling at the present time. Sorry.
Well seeing as I don't know when the problem happened, and I have too many backups in past few days (uinstalling and dealing with registry) Idk when or how to restore to before the error. Or even restore to a point I can try again... Now my next question (I have never wiped a pc) So if I was to do this I do have a defult backup on my d drive. ( parents friend did it when I got the comp) Is there any way to keep my programs and movies. All my movies are on a hard drive however I use vuze to stream to xbox, and I don't know how to move files to another vuze so it can work the same.
If you have an install DVD you can keep your stuff.
If you do not you have to use the built in restoration partition, but you can save your stuff first.
How do you want to proceed.
If choice is restoration part, give computer make and model, please.
Dowloaded software, must be downloaded again. We can save all your personal stuff.
