I am in agrrement with Roy that u should access BIOS and set CD/DVD as your first boot device. you could run the repair cd (Came with system) and try repair then system restore if that fails, then go for original factory setting.
you have a damaged update install probably from shutting down, or running out of power during the install or even a bad download, run the factory and you will restore your machine to its original state, you will lose all files and setting though.
Can you give a little bit more information about your laptop/desktop?

Yes if you go for original factory setting condition, you will loose all files and setting. but once a point it gives you permission to take backup of all your data files and setting.
