Hello Fuzzy.

My first thought is that it is not a true Vista disk, but the one included with prebuilt computers as restore points... Am I right?

Upgrade DVD? That could be the problem... I think you have to install XP first, then use the upgrade to go to Vista.

i still don't understand why my bios don't show my cd/rom or my dvd/rw drives?
and when i press F12 at start up i don't see them in the boot menu?
they work fine while running vista and device manager shows them both?

Lordbob is right. You are tying to use a upgrade disk to do a fresh install of Vista on your new HDD.
ps- there is an easier way to setup your new HDD. Put the old one back in, use this free imaging software to create image, put the new HDD in and reimage it off the disk. http://www.paragon-software.com/home/db-express/

note- If the new HDD is larger in size you can extend the drive under Computer-manage after image installation.

Does the Drive show under "Computer"?
What does the disk say on it that you are trying to install?, are you hitting any key to boot from disk? Is the disk scratched/damaged?

Have you checked your Boot sequence?
My Wife's notebook/Desktop (which included both recovery disks and recovery partition) was set to boot first off the Hard disk drive (HDD, and not the CD/DVD Drive), and the first indicator of this issue was the lack of prompt to "hit any key to boot from disk"

At startup hit (F2?) key to enter setup:

If HDD is first, and/or the CD Drive follows it in sequence, Sequence has to be changed to boot off disk first

Your Boot sequence should look something like this (first boot device is CD Drive):

CD/DVD Drive
RAID (Disk Array- you may not have this)
PCI BEV (realtek Network Boot- You may not have this)
USB KEY
USB FDC
USB CDROM
USB HDD
IDE HDD (hard disk drive with Windows)

Well your first boot is Hard drive, second is cd-drive, and third is usb
You will never be able to boot of cd/dvd since it will autmatically go to HDD as first boot device.

Change Boot order to:

Onboard/usb CDROM
usb device
sata Hard drive (HDD)

I think you are in the wrong screen. Go to F2 setup Ultility

My F12 shows my 'Boot Order"
My F2 Boots into the BIOS setup where I can Change settings- including Boot Order

You want to boot into the BIOS Setup Config Utility
