I tend to agree with the Malware conjecture. The pop ups are the give away.
A virus is written by a "nut case" who basically wants to aggrevate you and possible destroy software.
Malware is basically written for commerical purposes, advertisments (pop ups), redirects to a certain website, etc.
Use Microsoft Security Essentials to protect against virus
Malwarebytes protection from malware (free version) and a good firewall.

you can always try to boot into Windows Safe Mode by tapping the F8 key on your keyboard continously when you see the HP logo screen STOP TAPPING on the F8 key when you see the WINDOWS SAFE MODE F8 screen. Dont tap on the key fast or slow but somwhere in the middle. After you see the Windows Safe Mode screen highligh WINDOWS SAFE MODE by using the UP and DOWN arrows on your keyboard then hit enter , NOW YOU SHOULD BE ABLE TO GO INTO YOUR WINDOWS DESKTOP! NOW GO AND UNINSTALL ANY SOFTWARE YOU DONT USE using the WINDOWS UNINSTALLER in CONTROL PANEL, then try to reboot the computer and see if you can now get to youre regular Windows Desktop. If this does not work your best bet is it install the hard drive on a working computer and backup your data to it and then put the hard drive back into your old computer and reinstall Windows!!!
