vista 64 new install boot manager missing

tried them all none of them allow me to fix the boot. all messages say this command is not recoized as a internal or external command operable program or batch file.
how do I build this?

Have a look in Bios for the disk controller and change it from AHCI to IDE.

yes I did that some how i have to recreate a new boot sector. I do not know how to do this

Just to recap with all the brains out here:
New install
Vista installs fine and is seen when I go to the repair console to try the vista fix
I keep getting BOOTMGR is missing
tried several times from the command prompt in vista recovery to rebuild nothing seems to work
What am I overlooking here?
Please Help! This is driving me crazy!
