User Problems

sorry guys, didnt know how to name this problem, and I hope this one is in the right forum.

So the problem is:
WinVista 64bit.

I have 2 users:
Admin
and user "B"

When I install software using Admin account and I want it to be usable by user B as well, problems occure,
For example
uTorrent:
Can use it from Admin, no probs.
When I log in as user "B" it asks me to install it. (even if i do shortcut from the original .exe file on the user B desktop, still the same)
Games:
problem is that it not recognizes saved games, if I wanna access saved games from user Admin while using user B, not possible. (with Sims3 I copied saved games from the Admin user Documents (default destination where Sims saves games) to user B documents. no joy)
the same with some other games, it just not recognizing them, even if I copy saved games, or create shortcuts from original .exe file

I hope you know what I'm talking about and looking forward to hear your replies!

I discovered even more problems with user "B" while playing Sims3 for example.
despite that I copied saved games to user "B" documents, it gives error message when loading them up.
and other thing, that some graphic bug appears when playing on user "B", but its totally fine while playing on Admin.
isn't it weird?

I am pretty sure I am asked when installing software if I want to allow permissions to all users. I am the only account on this computer, but I still say yes. Doesn't it ask you this or it is still having issues even after you select this?

To be honest Matt, I've never noticed anything like that in uTorrent, nor Sims...
I might double check..
