unable to to perform pc restore on x64

OK, if that what it says, it should reinstall, that is what it is for. When you boot from that DVD. Tell me exactly what happens.
For example computer boots
I hear the DVD drive working etc.

i hit F12 for boot from CD/DVD drive. it says "windows is loading files." it asks me to choose the language, then date/time settings and keyboard type. then i have two options. "Install now" and "repair your computer".

i've already done that, but i'm doing it again now. what happened last time (and again is happening this time) is that it says all of my files will be moved to a folder titled "windows.old". i figured i could just delete this, but when windows.old was created, everything was copied when it was moved, so i couldn't actually delete anything.

Your OS should have been restored, in addition to windows.old.

but what i'm trying to do ia a pc restore b/c i am selling the computer and don't want my info on it. the os restore didn't provide that. when i tried F8 partition to pc restore it wouldn't work.

I can show you how to delete windows.old if that is the only problem.

it's still currently reinstalling the os again. but i haven't tried to delete windows.old because everything is still in their original folders. for instance i have a bittorrent folder that is still there with everything i had downloaded, and it's in windows.old.

I think that you have been reinstalling, but confused by window.old. After you are reinstalled, I will tell you where to look for and delete windows.old

the reinstall finished. do i need to do the drivers reinstall?

With those DVDs, almost everything is included, drivers etc, so I do not think so. Now how about windows.old?

now there's windows.old (from before) and windows.old.000 (from today). also, everything else is still there from before also - bittorrents and some others. everything that i had saved on the c: drive, not in my user folder.

I want to help, but if we lose some of your stuff, do you have back up?

i do have back up. in fact, everything i have is on my new computer already. i want to delete everything because i'm selling it.

You have 2, may have to do this sevral times. Anything left on the c drive, delte manually

i followed those directions, and it worked well. but now i can't delete the old stuff on my c: drive. it says i don't have permission, even though i am the admin.

You give yourself permission. If it does not allow, give ownership then permission.

everything deleted except for one folder. it says: an error occurred while applying security information to: (the folder name) access is denied.
