unable to access internet with browsers but can ping in cmd

Is there a known issue with IE7 and IE9 doing this, but not IE8? I feel like we're dancing around this. It has been pretty much a year with an essentially useless laptop, getting no network connection. For the last two months I've either been given repeated advice or advice that I don't think would do anything. Don't get me wrong, I am very appreciative of your assistance. I am just anxious to get the laptop functioning again. I have already copied every file onto a flash drive and am more than willing to wipe the slate clean and start fresh with the OS if that will fix the problem. Do you believe that can fix it, and if so, can you give me any guidance in doing so? The OS came with the laptop when we bought it.

I just suggested V8 as a shot in the dark.

Take a look at this-

Since it's for IE 7, I would try uninstalling IE 9.

The .dll problem seems to occur in all flavors of IE.
