This is not like XP. there is no Repair reinstall option. The best you can get is an "upgrade reinstall".
Try this:
click command prompt, copy/paste the following command and run it:
sfc /scannow
and/or click system restore , and if possible, try to restore to a point before the issue occured go back to the furthest date possible.
