Solved Security Centre can not be started (Plus other nasty things)

calder,

Are you using the Windows Firewall, or do you use something else?

If you have been using the Windows Firewall, it looks like this particular entry needs to be rebuilt:

Checking LEGACY_MpsSvc: ATTENTION!=====> Unable to open LEGACY_MpsSvc\0000 registry key. The key does not exist.

I do not feel comfortable doing so, since it has fairly complex permissions associated with it.
They must be set just right, and there are too many options for error...

However, let's try the following and see what results are obtained...

Please download and install the Microsoft Fix it Center:
Microsoft Fix it Center Free Download and Reviews - Fileforum

Instructions and Screenshots:
Fix Windows Computer Problems with Microsoft Fix it Center
(You do not have to sign up for a personal account, unless you want to.)

When the program presents its troubleshooters, press Run the following fix:
Windows Firewall Trouble Shooter

When done, please provide the following report:
Windows Firewall Troubleshooter Publisher Details - Issues found

As an alternative, you can install a free Firewall:
Comodo - Firewall Download, Windows 7 Firewall Security, Firewall Protection for Windows 7
ZoneAlarm - Best Free Firewall Software for Download: Personal Firewall by ZoneAlarm
