What is the best way to add a partition to a hard drive in safe mode or in normal mode.

Also please make sure you defrag hard drive before partitioning if tutorial doesn't mention it

To add some more, ensure you clean all the cr*p off such as internet history and temp files before defrag. Also a good time to do a backup.
