No Sound, Can't access Device Manager

I can't get any sound from laptop. However in trying to follow suggested fixes, I can't access my Device Manager. I get the following message: C:\WINDOWS\system32\mmcbase.DLL either not designed to run on windows or it contains an error.

System Specs:
Dell Inspiron 1525
Vista Home Premium
Service Pack 2
32-Bit
Intel Premium Dual Core CPU T2370 @1.73 GHz
RAM 2GB

Any help???

Hello Campheel and welcome to the forums

Can you do this for me please:

SFC Scan:

1. Open the start menu
2. In the search box, type cmd
3. Right click on command prompt and select Run as administrator
4. In command prompt, type:

sfc /scannow

It won't complete scan. Verification process gets to 90% complete. Then freezes. Had to do a hard reboot. Did so in safe mode...tried again...froze again at the same point.
