New video card

As long as you know that this PC will never do gaming or video encoding at a fast rate then its OK.

I'd also wait for a better quality case than just a basic box.
The consensus of people in the know is that one never buys a Case/PSU Combo because what you are getting is the cheesiest of PSUs. Cheesier than "Kraft Macaroni & Cheese" :)

The reverse is also true at times.

It is good as an All-Around/All-Season PC though... if that's what your brother is looking for.

I'm choosing the ThermalTake Element G and Corsair HX-750w when I build my in a month or two when the P55 chipset begins to consolidate. Plenty of cooling - 3 200mm fans and decent build quality that is reasonably well built and quiet.

That depends on what you want. If you want a graphics card a bit better for entertainment - go for the 9500GT, if you want a cheaper card for light entertainment and less cost go for the 9400GT. Seeing as how you posted this in the gaming forum, you should probably go for the 9500GT.

My advice is neither. Both these cards are over 2 years old and use the 65nm manufacturing process, meaning they are huge, hot, run at 235 watts and require 2 6pin pci-e power cables. You'd actually be better off spending a little more money on a newer card, since it'll be smaller (Nvidia 285GTX's and above use the 55nm chip) uses less power 165watt (or there abouts for a non-overclocked card), at least double performance, you'll have better airflow since fewer cables and you won't have to get a new power supply if you want dual SLI.
