Max Temp on MSI ATI cards?
im currently running a MSI cyclone and trying to keep it under 70C can i OC it more and get it to 80 or more with out damageing it?

Try to keep the GPU core below 90c (they are rated up to 100-105c, but will shorten life at those temps).
80-85c ish is fine.
However it's the VREGS that you should also keep cool - 90c is hot, 95c is very toasty and 100c is thermal shut down territory.
As for voltage tweaks, there are several tools available.

About 1.4v is the max 'safe' limit you should be looking at for air cooling. Lower is obviously better.

if you could do some reasearch on the MSI 4890 OC Cyclone and see if theres a way to tweak it that would be great iv tried plenty of times and came up with nothing
Currently what i have clocked is 900mhz core and memory speed 1.1x4ghz
original clock speed is 880mhz mem speed 975x4 ghz
