IP address conflict

I am temporarily using one available unsecured network that has the best signal strength which I set to Public network , and Sharing and Discovery all set to Off.

Today I woke up to an announcement on my screen(Standard Account):

IP Address conflict. Another computer has the same IP Address. Please consult with (I forgot with what)...

My Administrator Account does not have the announcement.

What does this mean? Am I in some kind of security trouble?

It means that your pc has tried to connect to the router using IP adderess 123.567.8.91 for example, but another device is currently using that IP address.

What other devices do you have connected to your router either wired or wireless?

I am not using my own router or my own network (I do not have my own ISP as I cannot keep up with prompt payment because I travel a lot)....I am tapping on someone else network that is unsecured.

I have only one PC with two active user accounts (Administrator and Standard).

This is the first time I was warned of such conflict (using the same unsecured network)
