More research has led me to pages on configuring your router.
Update your adapter Firmware.
Turn on QoS and configure it to give your computer priority 1

I ran the diagnostic and got the message, "Cannot communicate with DNS server (69.60.174.34) Network diagnostics pinged the remote host but did not receive a response"

It then suggests I contact my ISP for the solution. I think I went through this once before with their tech people (having the wrong name server addy). She had me change it from the CMD prompt window, but it didn't help the situation. The number above is different from either the the bad number I had or the new number she gave me. And even though the diagnostic said it couldn't communicate with the name server, I am still able to access the web.

I tried un-checking all the property boxes in my network connection, but that actually seemed to slow things down even more. I put them all back, and I got the same result as changing the transmit/receive buffers back to their defaults: my speed increased to 1.7MB/sec temporarily, then degraded to 160KB.

I think it's time I went to my ISP in person and had a long chat with their tech people, maybe get them to show me the network settings on one of their laptops. I find it unreasonable that I am having this much trouble achieving an acceptable speed, especially when I can see speeds in excess of my service package limitation. I'm paying for 2.0MB/sec and I've seen as high as 3.4MB.

Anyway, thanks to everyone for your help. If I do manage to find a solution to the problem, I'll post it back here for future reference.

Sorry I could not be more help. I still don't really understand your setup.
The tech guy that came to your house should show you what his adapter settings were. That would stop your complaints and I would have thought he would be eager to stop those. Poor customer relations cost the company in bad feedback. Maybe you could point that out to the company he works for.
It would be good to find out what you needed to do to get it to work sweet.
When I was on wireless I got that error message a few times. I think it was to do with a ping setting.

I was composing my last reply and missed your latest post.

I don't have a router, as I'm not on a wireless connection. I'm hardwired from the antennae on the outside of my house to my computer.

I don't know what you mean by "update your adapter firmware." My network adapter? Intel(R) 82562V 10/100 Network Connection?

QoS is turned on, but I don't know how to configure it. If I select it, the properties link grays out.

Is the signal TO the antennae wireless?
If the properties are grayed out then it is not configured.

Yes. Their broadcast tower is 7 miles away.

I did a quick search for "configure QoS" and what I found was way over my head. Do you have any simple guides to follow?

Edit: Okay, I searched this forum and found the QoS configure guide that you sent me to earlier. I tried two of the configurations (#2 & #3), but neither had any effect on my speed.

I find nothing about setting up networks simple.
Your setup sounds a bit like one here in New Zealand called Woosh

I haven't had time to look at this,but it does say solved.
