I think that may be the case if it's a Q4 2009 release, but, systems will be way over the 32bit RAM limitation beyond that point.
We are seeing 4gb ram becoming standard now so that kinda puts 32bit out of the picture ....by 2010+ I'm sure 32 bit will be history for all but the hardened anti vista users.
