Problem Resolved. Here's what I had to do. It is a software based issue and it directly related to how Vista connects to your Ethernet card.
(1) I unpluged my computer completely, including the power cord.
(2) I changed my switch from a DLink Gigabit to a 5 Port [w/uplink] Linksys. When I changed switches, I lost all connections, even my USB. All connections were local only and the network was "unidentified"
(3) Using ipconfig /release and ipconfig/renew only caused errors, so I disabled all the ports in the NSC, and then enabled the onboard ethernet card. Connection re-established.
(4) Microsoft must supply all users of Vista with an ability to completely clear the network management cache and the registry of fixed network settings.
Normally, when you change locations, DHCP automatically re-assigns you a new IP and you can continue as usual. But, Vista has such a "strange" security layer that it handles all network connections as being on a private [literally private VPN] network. When my computer was shut down, Vista's security took over and changed all my settings so that my PC looked for a VPN, but none existed. So when I forced it to re-connect to a totally different network, all those old settings had to be replaced.
