Try taking ownership of the file. Add "Take Ownership" to Explorer Right-Click Menu in Win 7 or Vista - How-To Geek

Have you tried doing this in safe mode? repeatedly press f8 on startup (usually after the post screen).

Try running sfc /scannow to check for file integrity after your virus has been wiped out.

Use a file shredder/deleter program: File Deleter - Free software downloads and software reviews - CNET Download.com

Go to google and type in AVG rescue CD, and download the ISO and burn it, and boot with it, make sure u update it, and then run a scan.

well i guess you did, except now it turned into windows 7!

Before upgrading to windows 7 did you try what i had suggested? esp. the AVG rescue cd thingy as it is a bootup scanner (which treats everything as a file and no permission problems) and uses linux kernel to manage/scan your hard drive? usually viruses wont just let you press the delete button to delete it! you actually have to use an antivirus program/scanner to delete a file <<---- that is the reason why we have such antivirus programs!

And if you tried the avg rescue cd thing and couldnt delete it you could have tried to rename the file.
