"Heltzel said emergency officials in Kentucky relied on a statewide earthquake training held last March as a rescue blueprint to handle the immediate recovery. Now, while memories of what worked and what didn't are still fresh, Heltzel is prepping authorities for the possibility of an even more dangerous threat -- a statewide flu pandemic.

Planning for an influenza pandemic sets up the state to respond to other widespread outbreaks of any communicable disease, said Dr. Kraig Humbaugh, director of Kentucky's division of epidemiology and health planning. Dealing with a widespread influenza outbreak has major challenges because it's communicable, it could endure and it involves potentially high mortality rates, Humbaugh said.

"We're trying to learn from history," Humbaugh said. "It's just a matter of when will it happen, and no one really knows when it's going to be. The idea of the exercise is to be better prepared"

S18 gives the Governor the power to authorize the deployment and use of force to distribute supplies and materials and local authorities will be allowed to enter private residences for investigation and to quarantine individuals.

The Massachusetts Senate has unanimously passed a pandemic flu preparation bill that has languished in the Legislature before the recent swine flu outbreak.
The 36-0 vote today sends the measure to the House. Both branches have taken it up in past years, but have not been able to agree on the details.
The new Senate version would allow the public health commissioner — in a public health emergency — to close or evacuate buildings, enter private property for investigations, and quarantine individuals.
The bill specifically mandates the following:
(1) to require the owner or occupier of premises to permit entry into and investigation of the premises;
(2) to close, direct, and compel the evacuation of, or to decontaminate or cause to be decontaminated any building or facility, and to allow the reopening of the building or facility when the danger has ended;
(3) to decontaminate or cause to be decontaminated, or to destroy any material;
(4) to restrict or prohibit assemblages of persons;
(5) to require a health care facility to provide services or the use of its facility, or to transfer the management and supervision of the health care facility to the department or to a local public health authority;
(6) to control ingress to and egress from any stricken or threatened public area, and the movement of persons and materials within the area;
(7) to adopt and enforce measures to provide for the safe disposal of infectious waste and human remains, provided that religious, cultural, family, and individual beliefs of the deceased person shall be followed to the extent possible when disposing of human remains, whenever that may be done without endangering the public health;
(8) to procure, take immediate possession from any source, store, or distribute any anti-toxins, serums, vaccines, immunizing agents, antibiotics, and other pharmaceutical agents or medical supplies located within the commonwealth as may be necessary to respond to the emergency;
(9) to require in-state health care providers to assist in the performance of vaccination, treatment, examination, or testing of any individual as a condition of licensure, authorization, or the ability to continue to function as a health care provider in the commonwealth
Any person who knowingly violates an order of the commissioner or his or her designee, or of a local public health authority or its designee, given to effectuate the purposes of this subsection shall be punished by imprisonment for not more than 6 months, or by a fine of note more than one thousand dollars, or both.

A standardized elderberry extract, Sambucol, reduced hemagglutination and inhibited replication of human influenza viruses type A/Shangdong 9/93 (H3N2), A/Beijing 32/92 (H3N2), A/Texas 36/91 (H1N1), A/Singapore 6/86 (H1N1), type B/Panama 45/90, B/Yamagata 16/88, B/Ann Arbor 1/86, and of animal strains from Northern European swine and turkeys, A/Sw/Ger 2/81, A/Tur/Ger 3/91, and A/Sw/Ger 8533/91 in Madin-Darby canine kidney cells. A placebo-controlled, double blind study was carried out on a group of individuals living in an agricultural community (kibbutz) during an outbreak of influenza B/Panama in 1993. Fever, feeling of improvement, and complete cure were recorded during 6 days. Sera obtained in the acute and convalescent phases were tested for the presence of antibodies to influenza A, B, respiratory syncytial, and adenoviruses. Convalescent phase serologies showed higher mean and mean geometric hemagglutination inhibition (HI) titers to influenza B in the group treated with Sambucol than in the control group. A significant improvement of the symptoms, including fever, was seen in 93.3% of the cases in the SAM-treated group within 2 days, whereas in the control group 91.7% of the patients showed an improvement within 6 days. A complete cure was achieved within 2 to 3 days in nearly 90% of the SAM-treated group and within at least 6 days in the placebo group. No satisfactory medication to cure influenza type A and B is available. Considering the efficacy of the extract in vitro on all strains of influenza virus tested, the clinical results, its low cost, and absence of side-effects, this preparation could offer a possibility for safe treatment for influenza A and B. Effective in the treatment of flu Research data from studies around the world have proven black elderberry extract to be effective in shortening the duration of influenza A and B. Below are some research highlights:

  • 1995 (Zakay-Rones)- A double blind placebo controlled study was conducted during an outbreak of influenza B Panama. 93.3% of the cases treated with black elderberry compound saw a significant improvement of the symptoms. A complete cure was achieved within 2 to 3 days in nearly 90% of those treated with the black elderberry extract within two-three days, three days less than the placebo group.
  • 2001 – (Barak, Halperin and Kalickman) 2 in-vitro studies have shown that extracts from black elderberry were beneficial to the stimulation of the immune system.
  • 2004 –( Zakay-Rones) In a randomized, double blind, placebo controlled study, black elderberry extract was shown to significantly reduce the duration of the flu by around four days. Significantly less people who were taking the extract took pain relievers compared to the placebo group.
  • 2005 –(Balasingham ) During an in-vitro study carried out in London, black elderberry extract was found to be at least 99% effective against the H5N1 strain otherwise known as Avian Bird Flu.
Clinical Summary




If Sambucol does prove effective against H5N1, it will be a major breakthrough. Unlike many of the other remedies being touted as possible treatments to bird flu, this is a tried and tested product, already on sale in 17 countries around the world, including the US, Canada, Britain, Holland, Belgium, Norway, Israel, South Korea, and Singapore.

In the US, Sambucol has been well received and now controls about 80% of the elderberry remedy market. The liquid food supplement is distributed by Nature's Way Products and sold in most health food stores across the country.

A SPINS survey revealed that in the US three of Sambucol's products are among the top 10 out of 662 herbal formulas available for adults, while the children's remedy, Sambucol for Kids, is at the top of the list as the number one formula for kids out of 192 products in different categories.

Another advantage of Sambucol, says Mumcuoglu is that unlike the anti-viral drug Tamiflu, which is the only treatment for bird flu now available that is thought to reduce the length and severity of flu symptoms, Sambucol has no side effects. It can also be given safely to children. Tamiflu, in contrast, cannot be given to children under 12.

Recently there has also been doubt cast on the effectiveness of Tamiflu as two Vietnamese patients, including a 13-year-old girl, developed resistance to the anti-viral drug and died. A report on this was published in the New England Journal of Medicine. Commenting on the report in the journal, Prof. Anne Moscona of Cornell University in New York said Tamiflu-resistant H5N1 "is now a reality".

"This frightening report should inspire us to device pandemic strategies that do not favor the development of Tamiflu-resistant strains."

The US, like many nations around the world, has stockpiled supplies of Tamiflu.

Another advantage of Sambucol is that it can treat every type of flu virus.

"Our research has shown that the antiviral effect of Sambucol is not strain-specific," says Mumcuoglu. "It was effective against all influenza viruses tested. The original formulation of Sambucol is the product we have tested in all cases - both in the laboratory and in clinical studies for the common flu. It is what was also used in the recent experiments in London against avian influenza virus thus any Sambucol already on the shelves is the same as any we would produce now."

Inhibits the influenza virus:Anti-viral activity.

Historically, both elderflowers and elderberries were considered to assist in building immune system resistance and to assist in the prevention of colds and flu.Elderberry fruit has been used for 2,500 years by people with influenza, coughs and colds. The berry provides a natural source of vitamins C, B1, B2 and B6, as well as fruit acids, anthocyanic pigments and several minerals. It is highly prized as an immune-system booster.

A recent Norwegian study has shown that elderberry juice (Sambucus nigra) not only stimulates the immune system, but also directly inhibits the influenza virus. The trials used the juice of the berries, made into a syrup, and was considered effective in most of the same conditions as the elderflower tea.


The active ingredients in the elderberry were found to halt the spread of the virus by disarming the enzyme responsible for attacking the cell walls of a healthy organism. The study, which was reported in The Journal of International Medical Research, showed that on average, flu patients given the elderberry extract recovered within 3.1 days compared to 7.1 days for those given the placebo. As proof that elder has more to it than the enzyme-neutralizing constituents, researchers found that the patients who took it also had higher levels of antibodies against the flu virus.

A previous study published by The Journal of Alternative and Complementary Medicine found that nearly 90 per cent of flu patients given elderberry extract were completely free of symptoms within two to three days, as compared to at least six days with a placebo.

Elderberry has been proven effective against eight different influenza viruses. The study indicated that it may provide protection against a wide range of flu viruses, solving the perennial problem of the "mutating flu", because most strains of the virus use the same enzyme mechanism to penetrate cells. Elder preparations may be superior to flu shots for another reason: 50% of people who get vaccinated report side effects. Whilst the properties of elders have long been touted, it is not intended that it be taken as a substitute for a flu vaccine.

In October 2005 the Pentagon ordered vaccination of all US military personnel worldwide against what it called Avian Flu, H5N1. Scare stories filled world media. Then, Defense Secretary Donald Rumsfeld announced he had budgeted more than $1 billion to stockpile the vaccine, Oseltamivir sold under the name, Tamiflu. President Bush called on Congress to appropriate another $2 billion for Tamiflu stocks.



What Rumsfeld neglected to report at the time was a colossal conflict of interest. Prior to coming to Washington in January 2001, Rumsfeld had been chairman of a California pharmaceutical company, Gilead Sciences. Gilead Sciences held exclusive world patent rights to Tamiflu, a drug it had developed and whose world marketing rights were sold to the Swiss pharma giant, Roche. Rumsfeld was reportedly the largest stock holder in Gilead which got 10% of every Tamiflu dose Roche sold. 14 When it leaked out, the Pentagon issued a curt statement to the effect that Secretary Rumsfeld had decided not to sell but to retain his stock in Gilead, claiming that to sell would have indicated something to hide.’ That agonizing decision won him reported added millions as the Gilead share price soared more than 700% in weeks.



Tamiflu is no mild candy to be taken lightly. It has heavy side effects. It contains matter that could have potentially deadly consequences for a person’s breathing and often reportedly leads to nausea, dizziness and other flu-like symptoms.



Since the outbreak of Swine Flu Panic (not Swine Flu but Swine Flu Panic) sales of Tamiflu as well as any and every possible drug marketed as flu related have exploded. Wall Street firms have rushed to issue ‘buy’ recommendations for the company. ‘Gimme me a shot Doc, I don’t care what it is…I don’ wanna die…’



Panic and fear of death was used by the Bush Administration skilfully to promote the Avian Flu fraud. With ominous echoes of the current Swine Flu scare, Avian Flu was traced back to huge chicken factory farms in Thailand and other parts of Asia whose products were shipped across the world. Instead of a serious investigation into the sanitary conditions of those chicken factory farms, the Bush Administration and WHO blamed ‘free-roaming chickens’ on small family farms, a move that had devastating economic consequences to the farmers whose chickens were being raised in the most sanitary natural conditions. Tyson Foods of Arkansas and CG Group of Thailand reportedly smiled all the way to the bank.



Now it remains to be seen if the Obama Administration will use the scare around so-called Swine Flu to repeat the same scenario, this time with ‘flying pigs’ instead of flying birds. Already Mexican authorities have reported that the number of deaths confirmed from so-called Swine Flu is 7 not the 150 or more bandied in the media and that most other suspected cases were ordinary flu or influenza.

The World Health Organization raised its pandemic alert for swine flu to the second highest level Wednesday, meaning that it believes a global outbreak of the disease is imminent.

WHO Director General Margaret Chan declared the phase 5 alert after consulting with flu experts from around the world. The decision could lead the global body to recommend additional measures to combat the outbreak, including for vaccine manufacturers to switch production from seasonal flu vaccines to a pandemic vaccine.
"All countries should immediately now activate their pandemic preparedness plans," Chan told reporters in Geneva. "It really is all of humanity that is under threat in a pandemic."

Crucial flu drug for 50m Britons

As WHO raises threat level, ministers increase stockpiles to cover three-quarters of the UK population


Ministers moved yesterday to strengthen Britain's defences against a threatened flu pandemic by boosting the country's stockpile of anti-viral drugs to 50 million courses, enough for three-quarters of the population, and stepping up checks at airports.

An advertising campaign will be launched today warning of the threat from swine flu and the importance of basic hygiene to reduce the risks. All frontline NHS staff are to be issued with packs of anti-viral drugs for their personal use, should they have contact with an infected person, and stocks of antibiotics are being increased.

Last night, the World Health Organisation raised the swine flu alert to level five – one short of a full pandemic.

Earlier, three new cases of swine flu were confirmed in Britain: in a 12-year-old girl from Paignton, Devon; a 41-year-old woman from Redditch; and a 22-year-old man from south London.

Amy Whitehouse, the 12-year-old, fell ill after returning from Mexico on the same flight as the Scottish newly-weds Iain and Dawn Askham, from Polmont, near Falkirk, who were confirmed as the first British cases on Monday.

The girl's school, Paignton Community College, closed yesterday for seven days and all 230 children in her year group were given anti-viral drugs, along with her family and other contacts.

The new victims, who are mildly ill and recovering, had all returned from Mexico. They bring the number of confirmed cases in Britain to five. Another 78 suspected cases are under investigation; people who have had contact with those patients are being monitored.

Alan Johnson, the Health Secretary, told a press conference at the Department of Health yesterday that Britain had built a stockpile of 33 million courses of anti-viral drugs, enough for half the population, which was "far higher than any other country."

It was now to be increased to 50 million courses which would come through "in the coming weeks". Further cases of swine flu were "inevitable", he said.

The WHO said last night that it now believes a global outbreak of the disease is imminent. The updated level five alert signifies sustained human-to-human spread in at least two countries.

Margaret Chan, the WHO chief, told a news conference in Geneva last night that it is "all of humanity that is under threat in a pandemic".

She added: "All countries should activate their pandemic preparedness plans, and remain on high alert."

The announcement came after authorities in the US confirmed the first death from swine flu outside Mexico. A 23-month-old Mexican girl on a family trip to Texas fell ill and was taken to hospital in Houston where she died on Monday night. There are 16 further confirmed cases of swine flu in Texas.

Barack Obama offered his prayers to the family and said the US government was doing "whatever is necessary" to contain the emerging threat. He warned parents to prepare for school closures and the public to take care with personal hygiene. He has requested $1.5bn (£1bn) in emergency funding to combat the threat.

In London, Professor Sir Liam Donaldson, the Government's Chief Medical Officer, sounded the only optimistic note as he observed that there had been no transmission of swine flu within Britain, suggesting that the virus might not be as infectious as feared.

Tests on eight people who had come into contact with the Askhams, the honeymoon couple from Falkirk, were yesterday found to be negative, suggesting that, to date, spread of the infection had been prevented in Scotland. Test results on one further contact are still to come through.

Professor Donaldson said: "So far all the [British] cases have been imported. We are not seeing ongoing transmission. That is the key feature we are looking for that would indicate an escalating situation. We have not seen that yet."

However, Spanish authorities later confirmed the first case of swine flu in Europe in a person who had not travelled to Mexico.

Other countries outside Mexico with confirmed cases of swine flu include the US, Canada, New Zealand, Germany, Austria, Spain and Israel.

Mr Johnson said all passengers on flights returning to the UK from Mexico would be given advice on swine flu and the Health Protection Agency is to monitor arrivals at airports.

Passenger records, which are normally destroyed after 24 hours, are to be kept for seven days to allow contacts of any infected person to be traced.

He said that basic hygiene was the key to protection for individuals. A mass public health campaign with press, television and radio adverts will begin today and every household will receive an information leaflet on swine flu, to be posted from next Tuesday.

"The three rules we should follow for seasonal flu are the same for swine flu: if you cough or sneeze, use a tissue to cover your mouth and nose, throw it away carefully after use and wash your hands. The message is: catch it, bin it, kill it," Mr Johnson said.

He rejected suggestions that face masks be provided for public use, stating that there was "no convincing evidence that they were effective".

Surgical masks incorporating a filter, which are more sophisticated and fitted to the wearer's face, are provided to frontline health staff and more were being ordered. Health department officials denied that 32 million were on order, quoted by a manufacturer, but declined to name the true figure.

Professor Donaldson agreed thatface masks for the public were of very little value, saying that scientific evidence had showed this to be the case: "They get moist and that enhances the risk of the virus transmitting. The virus is so small it can go through the pores in the mask and it gives a false sense of security."

Relying on a face mask could distract attention from basic hygiene measures that were more important, he said.

In the event of a pandemic, anti-viral drugs would be distributed from local pharmacies, to avoid large numbers of ill patients congregating at GP surgeries, hastening the spread of the virus.

Diagnosis would be made over the phone or internet, using an automated question and answer system, and arrangements made for relatives, friends or neighbours to collect anti-viral drugs.

Professor Donaldson said there was "always a risk" of the virus becoming resistant to the drugs. But they had been extensively used in Japan against seasonal flu for several years and "not much resistance" had emerged there.

The shadow Health secretary Andrew Lansley welcomed the Government's decision to increase the anti-viral stockpile and procure face masks for NHS staff, an issue which he said the Conservatives had often raised.

"We will need to explore further possible counter-measures including whether the Government will now provide anti-virals preventatively to all those who have come into contact with people who are infected; how the Government proposes to fill the gap caused by the delay in setting up the National Flu Line, which we now know won't be ready until the autumn; and whether it will be the Government's intention to close schools for three weeks at a time if a case of pandemic flu is identified," he said.

"Given that the cases so far are linked to Mexico, the potential for an aggressive strategy against outbreaks in this country still needs to be considered."

People in the UK die from influenza every year and if swine flu was epidemic in the UK, then it is likely people would die. The number of cases over the next few days and weeks will be crucial. At this stage, the confirmed cases of swine-like flu in the UK are very few and so far people are only experiencing mild symptoms. It is important to remain calm.

Professor Peter Dunnill, biochemical engineer at University College London

Historically, some pandemic viruses have been mild in the first phase, but later, as selection of the fittest works on the virus, they can be more virulent... If the swine flu is not too severe [it will] result in deaths potentially in some healthy people but the majority will be fine. If it mutates to be more severe or if a more virulent virus pandemic occurs, people may wish for more government financial commitment.

The UK has been preparing for an outbreak of pandemic flu for many years... However, the biggest resource for dealing with a pandemic flu outbreak is the public. Self-reliance is going to have to play a big part.

Professor Paul Hunter, expert on health policy at the University of East Anglia

Although it is always very difficult to predict the course of an outbreak this early on, the fact that cases are already being reported from around the world is of concern. This suggests to me that the virus certainly does have epidemic potential. Without a widely available effective and safe vaccine, it would be difficult to do much to control the spread, though those countries like the UK with large stockpiles of anti-virals will be able to reduce the severity of any impact.

The important question now is what will happen with the newly seeded epidemics outside Mexico? Will they be self-limiting, can they be contained by local interventions or are they causing widespread community outbreaks? Because influenza makes people ill very soon after infection those situations should become much clearer within a week or two. If there are large outbreaks it will be important to know which age-groups are worst affected. Once that information is available it will be possible to make a considered response to this situation.

Anti-viral ? Well, antibiotic shots have no affect on viruses.

I googled, and the only 'anti-virus' I found was software for computer usage.

Too bad thousands of people die from the regular influenza every year. School systems close because of one or a few cases of swine flu at one school??? What about cancelling annual outdoor events due to the swine flu??? This is ridiculous.
The same techniques used to reduce or prevent the common colds or regular flu will work with controlling the swine flu. And if anyone is sick and thinks they may have the swine flu, then STAY AT HOME!!!

How does a Virus almost a 100 years old, suddenly rear its head again? and then combine with Avian and Human strains? pure coincidence, or something else? I think someone has been playing with Viral samples and recombinant RNA. Imagine had they combined it with the Ebola virus...

From what I've read, the fact that two viruses (virii?) may both be tagged "H1N1" doesn't necessarily make them the same virus. The "HaNb" nomenclature refers to structure and mutation away from that original structure, but it does not by itself uniquely identify a virus. It's possible, even frequent, for two entirely separate viruses to both be classified as "H3N2" or "H1N1" or whatever.

There is absolutely no mainstream evidence to suggest that the recent "H1N1" out of Mexico is the same virus as the 1918 "Spanish Flu H1N1" that put millions six feet under. In fact, it stands to reason that if it was the same virus, people would be dying like flies, and they're obviously not, a few unfortunate individuals notwithstanding.

For all the conspiracy theories, mother nature herself is the ultimate bioterrorist. One need only look at the 1918 stats to see that a massively sophisticated and incredibly dangerous virus existed in an age way before DNA bioengineering.

On the same note, quite a few people would possibly already have antibodies for this virus in their genes from their descendants that had it and survived if it were the same...not saying that people don't though, who knows.

You can help prevent it by taking the same precautions as seasonal flu, but seasonal flu has a vaccine, swine flu doesn't...yet.
