asus laptop permanent 100% cpu usage

Hello, i have the basic problem that upon start the cpu usage of my laptop is shown by the hardware light to be permanently at maximum. the task manager does not show wich procces is causing that.this status is already present before loging in any user. on top of that the explorer does fail upon simple tasks such as simply klicking the windows icon. i have no idea what i should do. i did try the save mode with no effect. also iam not sure if i can perform a clean start due the nature of the explorer failing simple task´s. note: i did re install the whole laptop 3 times now with the same windows etc. and it is always said problem. i do have proper virus protection and no threats were found. i hope for quick help.

Thank you for the idea but i did perform a clean new boot and figured out it was male ware and run some things to remove it. So the idea of yours did give me the idea for the clean boot wich solved it. so thank you again.
