wont boot!!!

Hi guys, :sarc:
Yesterday upgrade desktop. But after all the cables, powers and hardware are all connected, the pc wont boot.
First, I trun on the psu. But BEFORE I turn on the pc, right after the psu is on, all the lights and the fans of cpu are open and after for about 4 to 5 sec the fans turn off but the lights (LED and mobo lights like the cmos) are all open.
Second, I turn on the pc but nothing happens. no sounds or beep or anything. I open the dvd drive (to insert my OS disk) but no response.
Third, I unplug then plug it again the Mobo power cable but nothing happens.

Pls I need all your help.:cry::cry:

-Cosmos S CASE
-740 watts PSU (came frm my previous pc)
-9800gx2 VGA (came frm my previous pc)
-Westrn digt 320 GB (came frm my previous pc)
-Dvd drive
-Ageia Physics card
-6GB (1600mhz) patriot RAM
-Asus Rampage II extreme MOBO
-Core i7 940 (2.93 ghz)

Did you install a new motherboard? If yes, remove all the cards and drives from it and remove it. Make sure no extra motherboard stands are below it. Check the I/O plate to make sure its not shorting against the board. Install CPU/HSF, one stick of RAM, video card. Turn it on. See if it POSTs or beeps. I would also clear the CMOS with the power unplugged. Add one component at a time and test to see if it still POSTs.

Most common reason for a quick shutdown is the CPU/heatsink fan combo is nit seated properly.
Did you apply thermal paste properly ? ?
