Won't automatically get IP address when booting up

Every time I boot up and try to go to the Internet I get the following on my IE screen:

Diagnose Connection Problems (among other choices)

When I click on that choice that I then get another group of selections and I have to choose 'Automatically get new IP settings for the network adapter"Local Area Connection"'

After that finishes I then get another group of selections from which I have to choose 'Reset the network adapter "local area connection"'.

Then, after going through all of that, I can access the Internet. How can I eliminate those steps or at least automate them in the boot up process?
