can somebody tell me is remote desktop enabled in Home Premium

I have Ultimate, but I am guessing if you open services.msc you will be able to start or stop the service if it is there.

In case you are using Windows Vista, you cannot use Remote Desktop Connection to connect to remote (host) computers running the following editions of Windows Vista:
  • Windows Vista Starter
  • Windows Vista Home Basic
  • Windows Vista Home Basic N
  • Windows Vista Home Premium
However, any edition of Windows Vista can be running on your computer (the one you want to connect from). You cannot use Remote Desktop Connection to connect to remote computers running Windows XP.

If you are referring to Windows 7, Remote Desktop Connection applies to these editions:

  • Professional
  • Ultimate
  • Enterprise
