Windows Update Can't Update

That is the message I get from the icon in the status bar. When I click it, the Windows Update page opens and prompts me to check for updates. I click it and it immediately comes back saying it needs to install a Windows Update to fix Windows Update. I click that and the progress bar scrolls and then it comes back to the normal Windows Update page and prompts for Check Updates. If you click it, the process continually repeat itself.

I have checked the related services such as BitS, SL UI, Windows Update and they are all runnning. I have tried installing a new Windows Update, WindowsUpdateAgent30-x64.exe from the Microsoft site. The Anti-Virus program has been shutdown the entire time. Windows Defender updates perfectly fine and any Internet borwsing works great, very fast. Plus all my online games work fine.

This hasn't updated since 11/4/2009. Which was KB976749. I do not want to do a system restore since this is a dual booting machine. My Windows XP updates perfectly fine.

The system is custom built and nothing as far as the hardware has changed in over a year.
