Windows not starting properly

I need help. I am having a message coming up on my computer that says windows not starting properly. This happened all of a sudden after we had a power outage. I've tried restarting but it keeps getting stuck in dos. By the way my computer is only 1 year old.

Does anyone have any suggestions?
