Windows Mail will not load

I did a Vista Home Premium SP1 repair install to fix a problem with loading the personalization window. The repair install did fix this problem, but it created others! Windows Mail will not load! This is the message I receive when attempting to run it:

"Windows Mail could not be started. The application was unable to open the Windows Mail message store. Your Windows Mail mailbox data is currently being used by another program, such as a virus scanner. Close the program or wait for it to complete its operation, then open Windows Mail again. (0x800C0155)."

I have no choice but to click the OK button, and when I do so, this message appears:

"Windows Mail could not be started because MSOE.DLL could not be initialized."

I do have McAfee OAS (On-Access Scan), but I don't think this is causing the problem. However, I do think it is part of the problem. When I enable McAfee OAS from the system tray, it starts scanning as usual, but then it is automatically disabled after about 5 seconds. Whether it is disabled or enabled, Windows Mail still won't work.

Should I try to locate the dll file, should I uninstall McAfee OAS, or should I just download Mozilla Thunderbird? Any suggestions or advice would be more than welcome. Thanks!
