Windows Mail: MSOE.DLL cannot be initialised

I too have this same problem as discussed on earlier threads - however I have found no thread with a solution. Can someone help please?:

"When i click on windows mail in the start menu i
get a error box that says

"Contacts failed to load"

i click ok, then the error:

"Windows Mail could not be started. The application was unable to initialize
the Windows Contacts. Your computer may be out of memory or your disk is
full. (0x8004104E)"

again i click ok, then the error:

"Windows Mail could not be started because MSOE.DLL could not be initialized."

I am running Windows Vista Family Premium.

I believe the problem was triggered by me inadvertently moving the contacts directory. When I discovered the error I returned it to the original position and Windows Mail opened up one time after I had returned it. However it now refuses to open at-all.
