Windows Mail keeps timing out

Hi,
Please Help! All of a sudden my Windows Mail started timing out. I have uninstalled MacAffee from my computer, removed the access programs left behind by MacAffee (downloaded removal tool), removed my email account the created a new account many times, I've been on to my ISP and my account settings are ok, I have also tried the following netsh interface tcp set global autotuning=disabled. I may get an email after about 20 attempts. I don't know why this is happening and dont know what else to do.

Any ideas please?
