windows explorer has stopped working

after an update last week, upon bootup normal or safe mode I get a message saying windows explorer has stopped working and will close. I cannot access any windows from that point and no task bar or start menu. I can access a dos prompt when restarting in safe mode with dos prompt, i can then access regedit and others from here, I successfully used sytem restore only from the install disk only to get the same error. I have run sfc/scannow it made some changes however it said it had errors i could not fix as well. I have turned off all in the startup section of msconfig.
I have also replaced my explorer.exe file from a working machine... still same issue

I have heard that this problem may, sometimes be solved by running system restore in safe mode, if you can.

sys restore was only working when booted from intall disk.. sys restore failed when run from safe mode or regular... I did do several sucessful restore from the bood disk system resotore option, however the original issue remains...
