Please note Windows Vista is an operating system, and it falls under the category of software. A microphone is a piece of Hardware.
You should be able to find out if your PC has a microphone by checking the specifications. This can be found either with the literature that came with your PC, on the side of box, or on the PC's manufacturer website.
If your computer is a laptop or netbook, then it will have a built-in microphone. If not, then you will need an external microphone to plug in (this will also work with a laptop/netbook as well).
