Will this work?

I had a virus that infected my PC and now it says I have unrepairable files after a SFC scan. I even ran the dell factory image restore and still the same thing. I have two hard drive a (C) and (D) and a partition (E) on the (C). Can I reformat hard drive (D), and use my reinstall disk and reinstall vista to D and the switch drives so that it becomes my new C and then move all of my programs that were on the old (C that is now in the D location. I then reformat my old to make it my new (D)?

Hmmm, I got a little confused there with all those movements you want to do! ;)

Wouldn't be better to just transfer whatever you need from your C & E drive to your D (I suspect that is for storage?) and then install a fresh Vista on C and be done with it?

Now, to answer your question... Yes, you could do that but you'd be doing it twice instead of just once.

Hey venom762, welcome to the forum.

It is not uncommon to get the "unrepairable files" results after a SFC scan; even right after a fresh install without ever being connected to the Internet. A lot of people can't even get the scan to complete 100%. Doesn't mean you should do a new install. If you have isolated and removed the virus and are virus free, plus everything is working as advertised (besides SFC /scannow) save yourself a big hassle and leave it alone. Of course if you are having other problems that you suspect are related to the infectation and it keeps resurfacing, then a reformat of both hard drives and a fresh install should be done to ensure complete removal of the virus.

I can't really trust it now. It does freeze on the blue system shut down screen.

I have a OS reinstall disk that came with the PC and if I set it to boot off the CD ROM first it asked to repair my OS will this erase all my data and programs?

No, it will take you to the next screen which will display various repair options in brief detail. You will want to stay away from restore, as that will surely restore the virus; unless you are sure of when you got it then you could restore to a prior date.

Seems mostly two non-critical files repeated over and over. 'setting.ini' for sidebar and 'tcpmon.ini' for a standard printer port. Can you print? If not reinstall your printer drivers or unplug your printer and plug it back in and let vista find it again. Any problem with the sidebar and it's gadgets? I don't use it myself.

I have not install my printer software yet or is it plugged in, It did work before the Factory restore. And I thought I uninstalled the gadget bar. There is also two different log from two separate days. So I really shouldn't worry about then?

I wouldn't. Keep in mind that it is common to experience occasional long startup and shutdown screens after fresh installs and some windows updates. Vista has to sort everything out, (indexing and superfetch to name a couple), for every day operations.
