Will the Internet Explorer 8 browser be like a normal update for Vista users? Or will it have to be downloaded/installed separately?

I am having problem with updating my IE with VISTA. I had no problem with this when using XP. How did you guy do it?

I'm not sure what you mean. I thought the updates for IE came with the normal MS updates. Check your update log maybe?
