Wheelman - loader.dll cant be installed

hey i need help see i have wheelman the game but its russian and when i try to install the game it says loader.dll cant be installed so i press ignore but after that i try to get the file to the desktop it says you need permission to perform this action plz help

Rightclick on the setup file > run as admin.

look i did everything even run as admin still nothing i even tried downloading dll still nothing
