Welcome screen hangs/freezes

I'm running vista home basic 32 bit

I've done alot of tweaking to optimize performance from visual,to disabling unneeded services.And everything runs smoothly but when I boot up vista hangs at the welcome screen with the cursor busy icon frozen.This can happen for up to 2 minutes then my desktop will show and my start up items as well as rockdock takes a good bit to load.

I only have 5 start up items 2 of which are on a 90 sec delay
Rocketdock
Pc tools firewall
Avast scanner
java update
windows defender.

Is there anyway I can stop the hangups?

We start at a bad place for helping you. You have turned off things, changed things added things. All of those could possibly be the reason for the hang.

Lets start with the hardware you have and which SP is installed

Im using Vista home basic w/ service pack 2
Not sure what all hardware you wanted to know so here is the info from my system specs..

I have indexing and restore turned off.Enabled advanced performace on my hardrive.I set the boot up to use 2 processors instead of 1.I manually set the CPU L2 Cache memory size.
Disabled TMM.Moved virtual memory page fileing to 2nd drive.And other than that I just adjusted the visual affects for better performance.

I originally did the tweaking in hope to find a cause for my internet issues as well as the welcome screen hang ups.
