I am trying to run Hotspot shield, and other free VPN providers but there is a TAP VPN driver issue. i figure its a vista x64 problem, wonderin If there is a fix for it yet

This is not a Vista x64 issue. If the software you are trying to run (ANY software, not just VPN) requires the installation of drivers, then that program will require x64 drivers if installed onto Vista x64. This is because you cannot use x86 (32-Bit) drivers with a x64 OS.
The only viable solution available to you would be to contact the manufacturers of the software in question and ask them about Vista x64 availability.
