Vista toolbar problems

My level of experience.. Windows95/98XPpro >Mind you, after all that time I am still finding new things I can do inside XP so I guess I am an old newbie. Not a gamer, more of a"how can I speed up my PC type individual" Know generally what to use to tackle adware, spyware,adware and have been "inside the registry" looking at it over and doing clean ups in there with Registry Cleaners and other junk clean ups(as I was tight for hdd space......(but that was with95/98/XP)so class me as "semi dangerous" who uses sometimes questionable terminology(can't seem to remember some names) so I am descriptive when I am not sure. ( I think I got the names Taskbar and Toolbar sorted out in my head just now(I called the Toolbar a Header;a stupid little thing but...its like that)There, now it is labelled on the monitor.

I basically use the FireFox browser(and Opera) but have shied away from I.E. unless absolutely necessary. I can use it, it is just not my cup of tea. Too much spyware and other malware.

Anyways, the problem is simple and yet I am blind to it.(and it is on a "friends" computer which is not here...but I know what I did and where - I need to "undo it".
He is an Internet Explorer user
He is in the process of creating a website. It is on the net already (but it is blocked-because he has not finished his creation yet) So he showed me that site as it is online.
It is a nice front page and all and he is working on it still. Now, he said "I would like to see more of the picture ...is there anyway to get rid(or reduce) the toolbar?"

I jump right in and say yes and proceed to do it the FF way (I forgot about the ability of IE to have the mouse "push up the toolbars".
So, in we went to View>Toobars and unchecked the bars(all of them which was his Norton toolbar, Google toolbar, and 3 others. I was confident he would be left with the basic toolbar, but that disappeared as well. Now there is one bar left that has some icons(font style and color possibly and maybe a text alignment one) and a few drop down arrows on it but none of them get me to the basic toolbars. And this is the page on his web site...which he is working with (alongside his "webmaster ? - the company you hire to set up your webpage and programming onto the net) ( if that is what they are called).
I am "thinking too" while I am writing this as I accomplished this disaster last night, -does the webmaster have some sort of controls over that , as to he could reinsert the toolbars back for my friend?(just a question I am throwing out there). The Webmaster and my friends only connection to each other is the construction and setting up of his web site and the pages within it.
My friend has paid for administrator content rights on his website(again not sure of the terminology) but he can put in updates in certain areas specified without needing to go through the webmaster to do that.

Now the toolbar removal has affected this cover page and this page only. As we closed out of the cover page onto a "page within his website and the toolbar was fully there again. And everything was checked when I went to View, toolbar. So went back to the Cover page and it shows no toolbar.
My friend needs the toolbar in order to make his selections on material that is going into his website(or whatever he does).

Can somebody give me some insight as to whether this is I.E. fault, Vista's fault or I am blind? Should I look for a bar with liquor?

Thanking you for taking the time to read this through and consider the problem. I figure it should be simple, but I can't see it.

I can't give you any more information on his machine(so I am guessing it is 32 Bit) It is an ACER. He just got it(less than 30 days ago.) I was hoping to email him a solution that he could understand(total newbie) to repair his machine.

Again, sorry for the long story.
