VISTA Parental Controls troubleshooting!!!!

hi all,
recently i set up parental controls for a standard user account in my laptop which include
WEB RESTRICTIONS(I chose "the allow by list" option for it).........but i found that the user can access all the sites freely:sa:................can anyone please help me out??
