Vista Home Premium...Can't install Programs

I would appreciate some assist with a peculiar problem I have with my laptop.
It's a Dell XPSM1530 with Vista Home Premium and XP (dualboot).
My issue with it is twofold.
First is I cannot install or uninstall any program without it requesting an Administrator password. The user account is supposed to be an Administrator but I can't seem to do any install or unistall. I get a message saying I haven't the rights to do it. How and what can I do to rectify this please? Created an Administrator account separately and the same thing is happening. No install/uninstall is possible at all!
The second issue revolves around the keyboard. Every now and again th keyboard would go really crazy. I would not be able to use it at all, sometimes for a couple of days. It's a brand new machine and I have had Dell's engneers replace the keyboard twice to no avail. Now I have to have an external keyboard to hand just in case this happens again. I sometimes the the On Screen Keyboard just to get around the absence of its keyboard.
Could anyone help me understand why this is happenin and if there is something that I could do to rectify it.

Here are the basic steps to activate Vista’s Administrator account and assign it a password:
  1. Logon to Vista using a standard user account
  2. From the Start menu, navigate to the Command Prompt menu item in the Accessories menu
  3. Right-click on the Command Prompt menu item and select Run as Administrator
  4. Click the Continue button on the User Account Control dialog box
  5. At the command prompt, enter net user administrator [password], and hit Enter
  6. At the command prompt, enter net user administrator activate:yes, and hit Enter
  7. At the command prompt, enter exit and hit Enter to close the command window
  8. Log off and logon as Administrator using the password you selected
  9. NB. You don't enter the [ and ] in password
This procedure activates a user account named Administrator and assigns it Full Control security privileges. The user name “Administrator” is reserved, so you cannot create a user account with this name even if you haven’t activated the built-in Administrator account. Depending on the local password policy of the computer, you might be required to enter a password of a minimum length or complexity, and not be allowed to use a blank password.


I can give you no advice regarding the mouse.
