Vista has started hanging

Last week Vista Home Premieum started hanging when you try to leave your ISP or a local site such as control panel or my computer or a local program like Roxio. It locks up for 10 to 15 sec. the cursor moves but will not do antthing while the box by the start button is shown. The screen goes to home like it should but the box by the quick start stays for 10-15 sec. that's when everything is locked up????
Hardware or Windows???

Are you saying it locks up with IE running script?, or that Windows Explorer locks up? and that you get the spinning Cursor (working cursor)?

Could be a result of Windows/Program corruption/malware, Frag, etc.

No spinning curser, everything looks normal but nothing works for 10-15 sec.
Example click on my computer and you get the page and a box down by the start button lower left that sez my computer. When you click on the upper right X to close it out the screen goes back to the desktop but the box by the start button stays for 10-15 sec. which time nothing looks wrong but nothing works till the box goes away.
