Vista 64 not right?

I have Vista 64 installed on my machine. 2 wks ago my c drive went bad and had to reinstall on a new drive. Since I have reinstalled again, because the first install was corrupted somehow. Now the 2nd install is acting funny also. I have all the latest updates, drivers, addons, what ever is needed to run properly. Was having a problem with DirectX with dsound.dll, and stackhash errors while trying to run a game. Windows defender does not work either, shows "error 0x800106ba". Have tried to install dds plugin for Adobe Photoshop CS3 and it tells me needs iGdi.dll.

Every time I reinstalled the drive was formatted. Install went smoothly, slow but smooth. I did notice that it would try to install some updates to software without it being on my machine, such as service pack for net framework 3.5 and No net framework had been installed. Need some advice! If this keeps up I will format and reinstall the system again!
