Solved Top toolbar

I have a Dell Inspiron loaded with vista home premium which came with a very convenient top toolbar. My hard drive crashed so it was recently replace and windows was reinstalled. How do I get the toolbar back?

It had shortcuts to word processors, calculator, pictures, music movies, etc..

Do you have the cd's that came with theinsiron? Dell (i have an inspiron 1405) doesn't give you a vista disk just a recovery disk, but since you hard drive crashed you are going to have to re-install the utilities that came with it.
