I want to attach photographs to a fordforum.com.au post and the size limit for uploading is 146.5 KB. How do I resize the photograph, while keeping the original in its actual size?

Hello Jesse, and welcome to Vista Forums.
You can open the image in Paint (mspaint.exe) to resize it. In Paint, click on Image, Resize and Skew, then reduce the Horizontal and Vertical % by how much you want the image to shrink by and click on OK. Be warned though. Shrinking the image to much can distort it.

Agree, and I too also have IrfanView. However, I was just trying to establish whether or not ecoimpact had a program at their fingertips where, with a few clicks, a photo can be resized.
Windows Live Photo Gallery may already be a part of ecoimpact's system.
