SHERIFFWoody welcome to the forums.

Might want to take that up with Razer as they claim that they "fixed" that issue in the latest driver,

Razer Barracuda AC-1 Driver v2.23

Razer Barracuda AC-1 Driver 2.23

Supported Operating System Version Supported Languages
Windows Vista 32-bit
Windows Vista 64-bit
Driver v2.23
English

Change Log:

1. Fixed issues on code 39 signing in Vista64.
2. Fixed issues in "Cannot load driver" in Vista32 and Vista64

Failing that according to what is said here,

Vista 64...Razer Barracuda AC-1 or X-Fi Fatality champion platinum - [H]ard|Forum

you should be able to install the driver manually through Device Manager (select Update, and browse to the extracted driver folder that contains the INF), but you won't be able to use the Razer software to control the card.
