Okay so my processor is a Pentium D 2.3ghz but it can not handle much I remember awhile ago I had customized it so it would not be really loud because once my processor takes too much the fan boosts up making my computer really loud is there any advice or anything to keep processes down as much as possible and make my fan and processor quieter at all?

You could try underclock it.... but instead, I would suggest you to clean the fan or get a new better and silent one.

If you want quite I'd recommend a water cooling rig that's designed for noise reduction. Don't just go buy a water cooling rig though, there are two main types being; noise reduction and extreme cooling. I've seen and (not) heard water cooling setups that are DEAD silent.

I myself am using the excellent Tai-Chi chassis from Thermaltake, with the water-cooler built in. And Prometheus is perfectly quiet!

The only noise that exists comes from the fans on the Hard Drive Bays that I added, but that is negligible, and is mostly drowned out when playing music in Media Player, or when I'm playing games.

I was hoping there was an alternative for this problem as money is very low right now, I need something to hold it off for as long as possible so I then can have the money to upgrade,

I hear ya about money being tight, it's tight for everyone now.

The best you can really do is clean the thing, and re apply some thermal grease.

However there are also air coolers that aren't too terribly expensive and would probably be quieter than what you have. Since you're not really looking to overclock pretty much any of them would do, I'd suggest searching a site like newegg and go by price and what people rate the coolers.

With that said, what cooler is on the thing now, the stock cooler?

Yea it is a stock cooler, side fan,

But with my processor there are too many processes running I want to minimize it I had it set up before where there were less than 80 processes thats how many I have, right now and its just taking up the Processor fast,

also, try arctic freezer 7 pro, its really affordable & easy to install.

80 processes seems normal, really. I've never really checked, but I've hit as high as 150 before, although it is likely more. Here's my Task Manager that I took a few minutes ago:

80 processes isn't necessarily an unusually high amount of processes as most just sit idle. They do of course take time to load and initialize, and use memory.
